You ar 100% right. The rulers off and on keep bragging that the atomic bomb, a weapon of mass destruction is safe in their hands, while the unarmed citizens are left at the mercy of dacoits and terrorists. They say the bomb is a deterrent to aggression but they want to control the posession of weapons by the law-abiding citizens who also need a deterrence against the unsocial elements. Why?

I think the first step has to be for all of us to stop all the violence around ourselves, including the silly glorification of violence and weapons. As you point out it is the insecure who do this the most.
