I think its Islamabad and the photograph has been taken from Pir Sohawa.
this is picture of islamabad. The bright lights show damen-i-koh. On the left area which is pretty dark may be showing rawal lake. The dark patches on the left may also show sports complex and area down abpara. The dark patch besides bright light may be e-7.
But indeed its a bit difficult guess as alternatively the only other city may be quetta as well because of visible outlines of mountains.
Another wild guess might be that the bright structure may be faisal mosque. then the picture might very well be taken from air :)

This poem was written by Faiz much before Ayub Khan when he was in Lahore jail (Faiz, not Ayub Khan). It is a touching poem, titled “Aye roshniyoN kay shehr. Its last two lines are:
Khair ho teri lailaayoN ki in sab say keh do
Aaj ki shab jab diye jalaayain oonchi rakhain lo
Aziz Sb., is that line from the poem that was about Ayub Khan’s election campaign or election symbol (what was it gulab…)… or am I totally mixing it up?
Folks, we are now literally all over the map. Maybe if you could share your reasoning why you think it is what you think it is? Unless, of course, you have seen the picture before and know the answer… in which case, you may want to hold off and let others try to guess!
