This is a positive gesture in my view and may counter the propaganda which local people are subjected to by the enemies of Pakistan. One has to distinguish between good guys and bad guys here and try to get as many good guys on your side as possible. English translation of the message is given below:
My Message to the Proud Mehsud Tribes: I admit that all of our tribal areas including Mehsuds are faithful to Pakistan and they have always worked for the defense of Pakistan as volunteers.
The aim of current military operation is not to attack proud and patriotic Mehsuds but it is to save them from the clutches of ruthless terrorists who have destroyed peace of the whole region. Therefore the aim of this operation will be Uzbek terrorists, foreign terrorists and local terrorists.
Miltary’s aim is to let Mehsuds live in their area in peace. I am hopeful that Mehsud tribes will side with Pakistan military in this operation and will rise as one against these ruthless terrorists so that Pakistan’s green crescent flag will once again flutter in Mehsud lands with full glory. That’s just the problem, Eidee Man–foreigners are NOT entirely responsible for this mess. They have played a role. But do you honestly think there are no Pakistanis involved? No Punjabis, for example? (There are an increasing number of Punjabis going north).
The states goal of the Islamists is to “purify” Pakistan and afterwards declare war on India, and from there, I suppose, use nuclear weapons to rule the world. You can’t fault these guys for lack of ambition.
Judging from the kinds of comments that get posted here, and the heartfelt need of many more posters to kowtow to anything that calls itself “Islamic”, it would seem that even many educated Pakistanis would welcome or at least accept being told what to do by the Islamists.
I’m on Kalyani’s side, don’t get me wrong–but if he thinks Pakistan isn’t in the midst of a true civil war he’s got the wrong end of the stick. That’s all.

Actually, foreigners are in fact responsible for this whole mess. If jihadis had not been recruited from Arab and other countries to the north, this situation would be a lot easier.

Dear Gen Kayani and Pak Fauj:
As a Pakhtun from the settled areas, the FATA area, especially Waziristan are the headquarters of all terrorism in Pakistan, and majority criminal activity in NWFP such as carjacking, smuggling and kidnap-for-ransom. We Pakhtuns would like nothing more than for these tribal areas to be cleansed of the trash that has accumulated due to the outdated colonial era statuses, and the huge follies of the Afghan war era.
Believe me that the Pakhtuns have a much more negative view of these tribals then the rest of Pakistan, which still believes in a romantic view of these “noble tribesmen”. I pray for your success against the Mehsud madmen, and their foreign Uzbek, Afghan and Arab terrorist allies.
Blaming all the problems that Pakistan is having with terrorism on “Uzbeks” is about the nuttiest thing I have ever heard of.
Trying to stoke hatred for another ethnic group to advance your cause? Not nice. I give Kalyani a FAIL.
