Our good friend Umar Marwat sends this photo to be shared at ATP. Maintenance crew is seen using construction cones as hats on Motorway M2 (also see here and here). I wish the company who has hired this staff can atleast provide them with decent hats to save themselves from breeze and sun.

Aamer, you are right again. From the photo we cannot conclude whether these are Govt employees or private contractors. The post doesn’t make such a claim either. Just a wish that these workers were given decent hats to ward off sun and breeze.
There is also a possibility that workers are wearing cones as a ’satement’ to show-off or catch attention but it is less likely,

In my experience, the only construction sites in Pakistan where I saw hard hats were those managed by foreign companies. I wonder if there is such a thing as OSHA (to enforce safety laws and practices) or libaility insurance/issues in Pakistani that force companies in the West to buy liability insurance and follow safety laws or ensure safe practices.
Right, and even if they are indeed not provided with head coverings, you can’t really tell if they are government employees or private contractors.

My own experience of seeing motorway maintenance staff has been different. On Faisalabad-Sahianwala (M3) section, I once saw workers cleaning the pavement dividers wearing reflective clothing, gloves and hard hats. I was very impressed.
The staff in the above photo is from an unknown construction/maintenance department. They were just found like this travelling on M2.
Who knows may be they have been provided with hats/caps..
May be they wanted to look different or to attract onlookers.
