Both need to be repealed.
Penal Code needs to be updated for various rape, etc. related laws. The Dissolution of Muslim Marriages Act, 1939 and West Pakistan Muslim Personal Law (Shariat) Application Act, 1962 need to be updated for family, divorce and other marriage related issues.
