He is Sahibzada Yaqoob Khan. He was commander of the eastern command in East Pakistan. He was replaced by Lt. General A. K. Niazi when he refused military operation there. I think that he is the only retired general in Pakistan who does not write his rank before his name because he was demoted to major general.
He has also served as the foreign minister of Pakistan twice. Sometimes back he was heading Aga Khan Foundation in Pakistan.
He belongs to the family of Nawab of Rampur. I saw this photo in the book written by Jahan Ara Habib.
