i believe its a spiders web.i have seen something like this before other than in Pakistan.

1. In quest to escape the flood waters, spiders instinct was to form a defensive cocoon.
2. Icky and selfish spiders acted like greedy wealthy Pakistani politicians attempted to trap as many bugs as possible and got away by calling it a natural act.
