It is his ignorance.

My first thoughts are is the man in the pic on American Soil? If not then what he does with the US flag is irrelevant and meaningless if I am correct in assuming that this man is not American.
Secondly, it appears as if he’s going to use it as a prayer mat?
If that’s the case then the fact that he is violating the Flag Codes of putting the flag on the ground and having it upside down is irrelevant. Love for God comes before love of mother, father, child, spouse, siblings, self, and country.
On the other hand, if he is on US soil and has layed the flag on the ground and upside down in attempt to show disrespect then he shouldn’t be on US soil. It is wrong to disrespect your host be it a person or country. That is just common couteousy which separates the classes.
The Flag Code of the United States says that flying the flag upside down is a sign of distress involving great danger to life or property. It is NOT a sign of disrespect at all, but a sanctioned way of flying the flag under dire circumstances.
