I wish the picture could show Mr. Asif Naeem (the qulfi wala) as well so the comprehensive analysis could be done. But the guy with red cap and blue shirt may be a representation of him. Long hair, frenchie, trendy clothes. I can sense that this qulfi cart must be around some film studio or cinema of Lahore and that the qulfi wala has himself strong aspiration for acting.
Stron affiliation to religious base will always be reflected in the expressions of common man in this region of the world, no matter what is the theme. See the following I used to see daily on the banner of cart of chaat between Govt. College (university) Lahore and Anarkali.

Here ‘Us’ in the first line represent the Almighty and in second row the same word has a different meaning.

Kulfiwala has a mobile phone.
The Kulfi looks like a rocket.
Like somebody pointed out the guy in the photo is mute.
This Kulfi is an aphrodisiac.
I find the combination of Allah, Mohabbat, Qulfi and Mumhammad interesting.
I guess the qulfi must be as nutty as the guy in the picture
