If ‘what’ is very easy for you to guess then take the next shot on ‘Why’ is he doing ‘what’ he is doing. Answer is now given below.
ANSWER:
The quiz photo is a cropped version of following complete photo. It shows a polythelene recycling factory in Lahore. What this guy is doing here is to spread out polythelene sheets to dry them out in the sun. I am not familiar with the processes involved in polythelene recycling, but all of our friends who guess ‘plastics’ in their comments below were correct.

Definitely plastic covering some kind of crops that are sensitive to cold. I can see the green tinge through the plastic.
@ Umer Zubair, You don’t even deserve a mention in this comments section but I’ll just say this…go live in a cave and use stones to light a fire…eat raw food and use leaves to wipe your you know what. We believe in appreciating what we have and plan to make it better.

Conservation : The solution of load shedding of Electricity .
We all know that there is short fall of around 4000 MWatt in this summer.
And we only can manage this short fall by conservation of electricity.
I have some suggestions to handle this pain full situation.
1-All cable operators and TV channels should be asked to stop there transmission from 1.00 am to 9.00 am.
2-All phone companies should abolish there all night time low cost phone packages
Along with SMS bundle packages .
These two acts will safe electricity along with improvement in health of our youth with good night sleep.
Reduction in Usage of A/C in offices and homes will help too.
We have a bad habit of night time parties/cricket matches and religious / political gathering and lot of bill board lighting .
Where we use lot of electricity for lighting purpose .This should be stopped and
And all such thins should be done in evening before sunset .
We should do all our shopping before sunset so shopkeepers can close there shops at 8pm.Shopping centers should be open on Sundays .
Also our shoppers have some lust for strong lighting in there shops that’s why they use lot of bulbs . Shop keepers should be requested to use only necessary lighting.
We need to understand that there is no change to increase our electricity production in near future. And the load shedding is here for few more years.

He seems to be in a khet (field) growing plastic and is harvesting the plastic crop!
