Read last line as ‘. . . .backdrop but not to their west . . . . ‘
It definitely is not Rawal LAke. It is most probably KAlar Kahar. Why I say is that the hill behind the lake is to the west of it and the twilight places this hill to the lake’s west. The bright light is probably from hotels there.
The lake is better seen in this picture because it is more of a cess pool. We are good at destroying our natural beauty.
It definitely is not Saif ul Maluk or other known lakes of the northern areas. The Uchhali lake complex does have hills in the backdrop but to their west and there are no buildings there on their shores.
My Initial guess was Rawal Lake, but as others have suggested the lake in the picture looks too small and shallow and the hill in the background is too close. So, my best guess is the Kallar kahar lake.
The size and water level looks appropriate, so does the hill in the background and the bright lights might belong to the guest houses that are in the vicinity.

I think its Kalar Kahar.
The twilight in the picture is very scenic. Correct me if I am wrong, I guess it was taken during early dawn.
I have never been to Kalar Kahar so I cant be sure. Can it be Mangla?
